If the madhy (pre-seminal fluid) stops for a period sufficient for ablution and prayer, then one must wait for that time and perform ablution after it stops. However, if the madhy is continuous, it is treated like سلس (incontinence). In this case, upon the entry of the time for the obligatory prayer, you must wash the affected area and tie it with a cloth, then perform ablution and pray. What flows out of madhy during prayer or ablution will not harm you. If the madhy is not continuous and does stop, then stuffing the area with cotton or tying it will not be beneficial. One must stay away from whispers (waswas), for ablution is only invalidated when one is certain of what nullifies it.
