Is it a condition for the sleeve of a garment to be above the palm of the hand, or is it permissible for it to hang below the palm? And is it permissible for a Muslim to issue a fatwa based on what they deem correct in a specific jurisprudential chapter, such as "the chapter on ablution and its rulings, the اختلاف of scholars, and the most preferred opinion," if they are knowledgeable about it, even if they do not know the rulings of other jurisprudential chapters, such as "the rulings of Hajj or fasting"?

Trailing of garments (Isbal) applies to all clothes, not exclusively to the lower garment (Izar) or the robe (Thawb). Lengthening shirt sleeves beyond what is customary is considered Isbal. Scholars have disliked anything exceeding the usual length or width in clothing. As for sleeve length, the is for it to reach the wrist, although it is permissible for it to extend to the fingertips.
