Is it permissible to build a mosque that is bordered on its southern side by Muslim graves?

There is no harm in the mosque being next to the cemetery, if the graves are outside the mosque. It is preferable to separate them with a fence or a road if the cemetery is in the direction of the Qibla, to be further from facing the graves. However, if the cemetery is to the right or left of the mosque, there is no harm.
