What should I do about a person who is monitoring my house where my female relatives live, and I cannot deter him due to the strength of his tribe, while we have no supporter except Allah?

A man's peeking into people's homes and looking at their private areas without their permission is one of the great abominations that must be denounced. The one who commits it must be subjected to deterrent action by the responsible authorities or the wise people of his community. Otherwise, all measures must be taken to prevent him from looking into your homes. There are suitable supplications for this, among them the supplication: "O Allah, I ask You for well-being in this world and the Hereafter...", and the supplication: "O Allah, we place You against their throats, and we seek refuge in You from their evils."
