What is the ruling on a woman uncovering herself in front of her neighbors, such as wearing a short-sleeved blouse or tight pants, due to the proximity of houses to each other? And what is the ruling on a man looking at his female neighbor in such a manner, and does the prohibition apply to him even when he is sitting in his own home?

A Muslim woman must cover her entire body from anyone for whom it is not permissible to see it. It is not permissible for a man to look at a non-mahram woman, whether she is a neighbor or not, because Allah Almighty says: "Tell the believing men to reduce [some] of their vision and guard their private parts. That is purer for them. Indeed, Allah is acquainted with what they do." And looking is a poisoned arrow from the arrows of Iblis, and whoever abandons it out of fear of Allah, Allah will reward him with faith whose sweetness he finds in his heart.
