Is removing the hijab in France—where it is prohibited in schools—religiously permissible if it contributes to changing Western society's perception of Islam and inviting non-Muslims to it?

Despite the importance and virtue of inviting people to guidance, it does not nullify the obligation of hijab for Muslim women. Allah Almighty commanded it when He said: "O Prophet, tell your wives and your daughters and the women of the believers to bring down over themselves [part] of their outer garments."
