What is the ruling of religion and Sharia if the muhallil refuses to "consummate the marriage" after the marriage contract has been concluded, and is it permissible for her to be divorced and return to her husband?

A woman irrevocably divorced by triple talaq is not lawful for her former husband until she marries another husband out of genuine desire, and intercourse occurs, meaning he penetrates her in the vagina. She does not become lawful for him if another husband merely contracts with her and then divorces her before consummation. The proof for this is the Prophet's (peace be upon him) conditioning of her lawfulness upon her tasting the honey.
