Is it permissible for the muezzin to use his mobile phone inside the mosque before Fajr prayer to wake up family and friends, and to place it in front of him during the two rak'ahs of 'Tahiyyat al-Masjid' (greeting the mosque) or the Fajr Sunnah (supererogatory prayer) to receive calls from them via ringing to ascertain their awakening, knowing that his intention is good, or is it more befitting for him to do so outside the mosque?

Speech in the mosque is divided into two categories: that which disturbs those praying and reciting the Quran, which is forbidden; and that which does not cause disturbance. If it is good, then it is good. If it concerns worldly matters, some of it is forbidden, like buying and selling, and some of it is permissible, like truthful conversations free from forbidden elements.

Waking Muslims for prayer, especially Fajr, is a form of cooperation in righteousness and piety. There is no harm for the muezzin to use a mobile phone inside the mosque to wake people for prayer, provided it does not cause disturbance or play musical sounds. Otherwise, he should leave the mosque or use the Imam's room. One should not turn on the phone during prayer to avoid disturbing those praying or the worshiper himself, and to avoid forbidden musical sounds in the mosque.
