It is obligatory for a Muslim, ruler or ruled, to refer disputes to God and His Messenger. Whoever does not refer matters of contention to them is not a true believer. Rulers must return to God's law in what He has permitted, such as polygyny, without restricting what is lawful or permitting what is unlawful. Any ruling that contradicts God's ruling is a ruling of ignorance (Jahiliyyah). The wife must accept God's ruling on polygyny and not seek divorce without cause. As for the husband, he must be just among his wives; otherwise, he must restrict himself to one.
