Is it permissible to refrain from performing the obligatory Hajj due to having been subjected to harassment during 'Umrah, which negatively affected one's psychological state?

What has been mentioned about the occurrence of harassment by those with sick hearts and weak faith is rare and can be prevented if a woman circumambulates with her male mahrams, or avoids crowded places, or circumambulates at a less crowded time. If harassment occurs, there is no sin upon the woman, but rather the sin is upon the perpetrator. She has the right to report the matter to the authorities. This does not justify abandoning Hajj, because it is an obligatory act and a pillar of Islam for the one who is able, and the existence of harassment is not an excuse that permits abandoning it, especially since it is possible to prevent it.
