Is it permissible to speak with a foreign woman with the intention of marrying her in order for her to work in America, knowing that the conversation includes flirtation and words of love?

A man's conversation with a foreign woman is not permissible except out of necessity, as it may lead to immoral acts. The desire for marriage or work is not a valid justification for speaking with her. Marriage to a Muslim or chaste Kitābiyyah (People of the Book) woman is permissible, but marriage to a non-Kitābiyyah disbeliever is not. It is preferable not to marry a Kitābiyyah woman. A Muslim should not reside in a non-Muslim country without a valid reason, due to the risks it poses to his religion. It is advisable to strive to bring one's family over or return to one's home country. Moving to reside with a second wife may lead to the loss of one's children and first wife.
