What is the ruling on swearing an oath of allegiance to obtain the citizenship of a foreign country?

It is forbidden to naturalize with the nationality of disbelieving countries, except out of necessity or an overriding legitimate interest. In the case of necessity, loyalty must be confined to the Muslims of the country, and efforts should be made for the country's benefit by inviting its people to Islam.
