The permissible bribe according to the majority of scholars is that by which a person obtains his right or repels injustice or harm, and the sin therein falls upon the recipient of the bribe. Therefore, if there is an urgent need to obtain a passport for work and this cannot be done except by paying a bribe, then it is permissible to pay it, and the sin falls upon the recipient of the bribe.
