What is the ruling on paying Zakat to a chaste man who has children and cannot find the means to help him marry a second wife?

It is permissible to give zakat (definition) to someone who needs to get married but cannot find money or someone to support him, or if the one responsible for his maintenance refuses to help him marry. This is because the need for marriage is as pressing as the need for food and drink.

However, it is not permissible to give zakat to a man who wants to marry a second wife while already having a first wife, because his need has already been met by the first wife. Zakat is given to help those who cannot afford to marry even one wife, or to meet the basic needs of Muslims.
