Is it permissible to combine and shorten the Dhuhr and Asr prayers when traveling from Dammam to Bahrain, and does this act fall under the Hadith: "Indeed, Allah loves that His concessions be observed, just as He loves that His strict ordinances be observed"?

If the distance between the two towns is approximately 83 kilometers (one way only), and you are traveling for a legitimate religious purpose, then it is sunnah for you to shorten the four-rak'ah prayers to two rak'ahs after leaving your town until entering the other town, or until you intend to stay for four days. It is also permissible for you to combine Dhuhr and Asr, and Maghrib and Isha during your journey. This shortening (qasr) and combining (jam') is a sunnah and a concession (rukhsah), and performing them falls under the meaning of the hadith: "Indeed, Allah loves that His concessions be utilized, just as He loves that His firm commands be fulfilled." Shortening the prayer for a traveler is better than completing it.
