What is the ruling on the salary received by a mosque imam who suffers from social phobia and cannot fully perform his duties, and is this money considered unlawful?

A sick employee must seek permission from the responsible authority and inform them of his illness. If permission for absence is granted, then it is permissible. However, if permission is not granted, it is not permissible to take a salary without performing the required work, even if the reason is illness or incapacity. This is because it constitutes unjustly consuming wealth. Whoever takes a salary without working must repent and return the money taken for the period of unauthorized absence. If unable to return it to the responsible authority, he should spend it on mosque interests.
