Does watching TV series with the intention of following them, or with the intention of masturbating and then retracting, constitute a breach of covenant and necessitate expiation?

If you made a covenant with your Lord to stop watching TV series, then you watched them with the intention of arousing desire for masturbation, an expiation for breaking an oath (kaffarat yamin) is incumbent upon you. However, if you watched them merely for informational purposes, no expiation is incumbent upon you. It should be noted that watching such TV series and movies is forbidden, as is masturbation. Fulfilling a covenant is obligatory, especially with Allah Almighty.
