The answer

The two rak'ahs before Fajr (Sunnah of Fajr) are considered a Sunnah by the majority of scholars. Some, like Al-Hasan Al-Basri and some Hanafis, held the view of their obligation due to the Prophet's persistent observance of them, and because of hadiths emphasizing their importance, such as "Do not abandon them, even if horses were to chase you away."

It is not permissible to delay them beyond the obligatory prayer (Fard), and if they are missed, they are not to be made up alone. Rather, they are made up as a consequence of the Fajr obligatory prayer if it was missed along with them before midday (Zawal). It has been reported that the Prophet (peace be upon him) made them up along with the obligatory prayer after the sun had risen.
