Is it permissible to launch educational websites for designing styles, and would the owner of the website be sinful if one of the trainees used his designs in pictures of women?

The permissibility of accessing and benefiting from websites is contingent upon the owners not prohibiting it, along with the necessity of not using them for disobedience to Allah. As for establishing developmental websites and others using them for disobedience, there is no sin upon the founder. It is permissible to access hacking websites and hosting companies as long as they are not used to infringe upon the privacy of others. Similarly, it is permissible to teach the design of such websites, with a warning against using them to violate the rights of others or to propagate forbidden things.
