What is the ruling on learning programming and working with it if the programmer may be asked to design websites that contain images of unveiled women, usurious advertisements, or music, and is it obligatory to stipulate that the designed websites not be used in ways that displease Allah?

The general principle is the permissibility of designing and selling items that can be used for both permissible (halal) and impermissible (haram) purposes, such as selling mobile phones. The possibility of their use in something impermissible does not prevent their manufacture and sale. Similarly, learning programming and working in it is permissible.
