If the new dwelling is suitable and safe for your wife, then she must obey you and move with you to it. If she refuses, she is considered disobedient (nashiz). Disobedience can be remedied by following the steps outlined in Fatwa no. 30586. If necessary, wise family members can arbitrate, or the matter can be taken to a Sharia court, while striving to avoid divorce as much as possible.
