Is it sufficient to act upon a similar question, or is it obligatory to ask the people of knowledge concerning every matter?

The question was previously answered in Fatwa no. 91350. We add here that some scholars have detailed the case of someone who inquired about an incident and received an answer, then the same incident occurred to them again. They said that it is necessary to repeat the question in some cases but not others. If the incident does not recur, it is necessary to repeat the question if one does not know that the answer is based on a text or consensus, and the one being emulated (muqallad) is alive, due to the possibility of the mufti's opinion changing. However, if the incident frequently occurs, or it is known that the answer is based on a text or consensus, or the one being emulated is deceased, then it is not necessary to repeat the question. Al-Nawawi, in his Majmoo', stated that it is not necessary to repeat it because the first ruling has been known, and the default is for the mufti to remain consistent with it, and there is no difference between the living and the deceased.
