Is it permissible, in the case of an emergency stop, to connect some words to complete the meaning or to start from them, especially in verses 20 of Al-Muzzammil and 31 of Al-Muddaththir, even though some reciters stop at them?

The وقف (pause) signs in copies of the Qur’an are scholarly endeavors, and one is not religiously obligated to adhere to them unless pausing or resuming would corrupt the meaning. The sign "لا" (no) may be placed to indicate a forbidden pause or a حسن (good) pause. The good pause is one upon which it is good to pause due to its completeness in meaning, but it is connected to what follows it in wording and meaning. It is permissible to pause on it, but it is often not good to resume with what follows it.
