The Almighty's saying, "and from what is beneath you," the fatḥah in it is not for the accusative case (naṣb), but rather it is a sign for the genitive case (jarr); because the word "أَسْفَل" (asfal) is a diptote (prevented from full declension) due to its adjectival nature and the وزن أفعل (afʿal pattern), so it is put in the genitive case with a fatḥah as a substitute for a kasrah.
