Creating forums is permissible if they are limited to permissible matters or the dissemination of beneficial knowledge. However, the owner commits a sin if they are used to spread forbidden things. If some participants post content that violates , the creation of the forum itself is not forbidden, but the administrator must delete the violating posts. There is no need for excessive scrupulosity in this regard.
Engaging in permissible activities instead of worship during leads to missing out on immense good, but it is not forbidden as long as it does not neglect an obligation. It is advisable to increase seeking forgiveness (Istighfar) and remembrance (Dhikr), to maintain voluntary prayers (Nawafil), and to strive against the self to avoid being preoccupied by permissible things over the remembrance of Allah. Life is short, and a person will be held accountable for their time and age.
Remember that the worldly life is but play, amusement, and adornment, and nothing will benefit you in the Hereafter except what you have offered for Allah. However, this does not mean depriving oneself of permissible things; rather, make your life "an hour for this and an hour for that," for the soul needs recreation to be active in obedience.
