Is it permissible to repeat after the reciter for the purpose of mastering recitation or reviewing memorization, given the Almighty’s saying: "And when the Qur’an is recited, then listen to it and pay attention that you may receive mercy"?

The relied-upon opinion permits reciting along with the reciter if it is for perfecting memorization or learning Tajwid (rules of Quranic recitation). However, it is better to listen or use a teaching Quran audio that allows the listener an opportunity to recite the verse. Listening is not obligatory except in prayer. The verse about the Hour (Qiyamah) is a reassurance to the Prophet, peace and blessings be upon him, and an explanation to him that what he desires of the Quran's تثبيت (firm establishment in his memory and heart) will be achieved for him.
