The entire nation is pardoned except for the open sinners. An open sinner is one who disobeys Allah publicly, or one who commits a sin in secret and then tells people about it. These two types of individuals are not pardoned. For whoever openly commits a sin in front of people trivializes the sin in their hearts and encourages them to commit it. And whoever commits a sin secretly and then exposes himself has removed Allah's covering from himself.
