Is it permissible for a Muslim resident in Algeria to receive Zakat from the State of Qatar to meet his urgent needs and support his family, consisting of six children and an elderly mother, knowing that he has been unemployed for five years?

Zakat (definition) has eight categories of recipients, which Allah the Almighty elucidated in Surat at-Tawbah (definition). If you are poor, cannot find work, and support your mother, wife, and six children, then you are entitled to zakat, whether from your country or elsewhere. It is recommended to supplicate with: "O Allah, suffice me with Your lawful provision against Your unlawful, and enrich me by Your grace, independent of anyone but You," and "O Allah, settle my debt and enrich me from poverty."
