What is the ruling on reading the Quran through a loudspeaker or over the phone during Ruqyah when there is a distance?

Ruqyah must be performed directly on the patient. It is not permissible through a loudspeaker or a telephone, as this contradicts the practice of the Prophet, peace and blessings be upon him, his Companions, and their followers in performing Ruqyah. This is also due to his saying, peace and blessings be upon him: "Whoever introduces into this matter of ours that which is not from it, will have it rejected."
