Is it permissible for mujahideen whose families have been displaced but who remain in their areas to shorten their prayers, given the varying possibility of their return to their old homes?

If the displaced persons intend to reside for more than four days, they should not shorten their prayers. However, if they do not intend to stay for this period, they may shorten their prayers, regardless of how long their stay extends, provided that the place they have moved to is within the distance that permits shortening prayers (83 kilometers). Otherwise, they are not allowed to shorten their prayers. As for the youth remaining in their original homes who have not traveled, they are not permitted to shorten their prayers because the reason for it, which is travel, has not been met.
