Is a person considered a traveler and permitted to shorten prayers (qasr) if forcibly transferred to another city with the intention of returning to their original city, and do the rulings differ between their prayer in the mosque and their prayer at home, and what if they return to their original city for a holiday, and what is their ruling if the majority opinion is correct?

If a traveler does not intend to stay in a country for four days or more, he is permitted to shorten (his prayers) as long as he is there. However, if he intends to stay for four days or more, or knows that his need will not be fulfilled in less than that, then he must pray in full. There is no need to repeat the prayers that were previously shortened based on a fatwa by Ibn Uthaymeen, but full prayer must be performed in the future in cases where it is obligatory, and also upon returning to one's home country, even if the stay is less than four days, because it is a place of residence.
