Is Friday Prayer and congregational prayer obligatory for one who cannot hear the the Adhan in his city due to the mosque's distance?

Jumu'ah prayer is an obligatory duty, and Allah seals the heart of whoever abandons it without a valid excuse. Congregational prayer is obligatory upon every man who hears the call (adhan (definition)) in the usual, unamplified voice.

As for Jumu'ah prayer, it is obligatory upon everyone who is in the town or village where Jumu'ah is held, whether they hear the call or not. This is a matter of consensus. The difference of opinion arises concerning those who are outside the city or village. Some scholars said: it is obligatory upon them if they hear the call to Jumu'ah. Others stipulated that the distance between them and the place of Jumu'ah must be less than a farsakh. Still others said: it is obligatory upon whoever can go and return before nightfall.

A resident of the city is obligated to perform Jumu'ah prayer whether they hear the call or not; there is no disagreement on this point. If the city is large with distant outskirts, it is considered one single homeland, and Jumu'ah becomes obligatory upon everyone within it.
