Is every event, whether small or large, predetermined and written in the divine decree (qadar)?

Everything that occurs in the universe, be it small or large, happens by Allah's decree and destiny. He, glory be to Him, knew it, wrote it, willed it, and brought it into existence, in fulfillment of His saying, the Almighty: "Indeed, We created all things with a [precise] measure." This includes even things that may seem small, such as a seed in the darkness of the earth or a falling leaf, for all of them are predestined and inscribed in a clear Book, as stated in His saying, the Almighty: "And with Him are the keys of the unseen; none knows them except Him. And He knows what is on the land and in the sea. Not a leaf falls but that He knows it. And no grain is there within the darknesses of the earth or moist or dry but that it is in a clear record." The Companions affirmed that everything is by divine decree, and that Allah knows everything before it occurs.
