Can a person who has caused himself a disability due to his negligence in driving say: "God willed that," and thus absolve himself of blame?

There is no blame upon someone who caused an accident due to their negligence if they say afterwards: "Allah has decreed, and what He willed, He did." For both their negligence and the accident are predestined.
