It is permissible to travel by sea if safety is predominant and the destination is legitimate. Illegal immigration lacks legal safety, exposes one's self to peril and humiliation, and contradicts the obligation to preserve life. Whoever embarks on such a journey is considered disobedient and exposes themselves to that which they are obliged to protect themselves from.
