The bank deducting a symbolic amount (such as two dirhams) for each ATM withdrawal is not considered usury (riba); rather, it is a permissible fee. However, it is better to withdraw from the ATM of the Islamic bank you belong to, or any Islamic bank, to reduce the revenues of usurious banks. It is not permissible to open an account or deposit funds in a usurious bank because it constitutes assisting them in usury, and Allah Almighty says: (And do not cooperate in sin and aggression) [Al-Ma'idah: 2]. Whoever has an account in a usurious bank must transfer it and place it in an Islamic bank.
