Is the manager's action correct in imposing a financial penalty (50 riyals) on a member who mocked the ritual of Hajj, by donating the amount to purchase water for public fountains distributed in Makkah, despite the member's objection that "the wealth of a Muslim person is not lawful except with his willing consent"?

If money is taken from a member without his good will, by way of tazir (discretionary punishment), then tazir by means of money is not to be exercised except by the ruler or his deputy. The preponderant opinion in the four madhhabs (schools of thought) is the prohibition of tazir by means of money, because a person's money is not lawful to take except with his good will. As for the member who mocked the ritual of Hajj, it is obligatory to denounce him, call him to repentance, and clarify his error. He can be punished by expulsion if he does not show remorse and repentance.
