It is not permissible for a man to wash a woman who is a stranger to him, under any circumstances. However, it is permissible for him to wash his wife. As for a female next-of-kin (mahram), it is permissible for a man to wash her from over her clothes in cases of necessity, and when there is no woman available to wash her. If a man dies among strange women, or a woman among strange men, then tayammum (dry ablution) should be performed for them.
