As long as the Muezzin or the Imam pronounces the Takbir and the Tasmi’ (Sami’a Allahu liman hamidah), not hearing them completely does not affect the validity of the prayer, and there is no impediment to praying behind him. It should be noted that pronouncing the Takbir and the Tasmi’ aloud is for the Imam, not obligatory.
