He must try to apply for Hajj every year and make an effort. So, whoever is unable to perform Hajj due to the employer's disapproval, there is nothing upon him. He is not like one who has actually performed Hajj; rather, the obligation of Hajj is lifted from him until he is able, and he will die not being disobedient.
