Does the emission of pre-seminal fluid (madhy) after intentionally preventing the ejaculation of semen necessitate ghusl?

Ghusl (definition) (ritual bath) is not obligatory after masturbation unless semen is discharged, based on the Prophet's (peace be upon him) saying: "Water (Ghusl) is due to water (semen)." If semen is not discharged, then Ghusl is not obligatory upon you, according to the majority of scholars, who cite the hadith (definition) of Umm Salamah: "Yes, if she sees water (discharge)," and the hadith of Abu Sa'id al-Khudri: "Water (Ghusl) is due to water (semen)," and that the original state is the continuation of purity (tahara). As for pre-seminal fluid (madhy), it necessitates washing the private parts, purifying whatever part of the body and clothes it touched, and performing ablution (wudu') for prayer.
