The "Harbi" (belligerent) is the disbeliever with whom Muslims have no covenant, no guarantee of safety, and no pact. The Hanafis do not disagree with this definition. However, they differ on the definition of "Dar al-Harb" (abode of war). Abu Hanifa believes that a land does not become Dar al-Kufr (abode of disbelief) except under three conditions: that the rulings of disbelief become apparent therein, that it borders Dar al-Kufr, and that no Muslim or Dhimmi remains safe within it. Whereas Abu Yusuf and Muhammad believe that it becomes Dar al-Kufr merely by the manifestation of the rulings of disbelief within it.
