What is the ruling regarding a mother who says to her brother, "You will not go to the club, even if it were written for you, in writing," intending by "written" "if Allah willed it," and she repeats this statement, takes lying lightly, denies her words, and places money and a razor blade inside a Mus'haf? Is she a disbeliever? And what should be done with her?

In Sudan, the phrase "even if they wrote it for you" is used to emphasize prohibition, not to challenge divine decree (Qadar (definition)). The one who says it is not considered to be denying Qadar, but it is advisable to avoid it as a matter of etiquette. The mother should be taught that Qadar encompasses all human actions. If a Muslim shows repentance, one should assume the best of them, and there is no need to investigate the extent of their remorse. Glorifying the Mushaf (definition) (Qur'an) is legally required, and it is not permissible to place money or other items in it, as that is an innovation (bid'ah). If the mother denies an action, her word should be accepted, and she should not be constrained. Frequent swearing is blameworthy in Islamic law, and if the mother swears and does not expiate her oaths, she should be gently taught. If she does not respond, someone whose words she is likely to heed should be assigned to her.
