Is it permissible to perform the Dhuhr prayer twice in the mosque?

If the intention is to repeat the Iqamah for a single prayer, there is no evidence for its legality; rather, the Sunnah is a single Iqamah. However, if the intention is to establish a second congregation, then they should perform the Adhan and Iqamah for themselves and not suffice with the Iqamah of the first congregation, as this is authentically reported from Anas (may Allah be pleased with him). Ibn Qudamah holds the view that it is permissible for them to perform the Adhan and Iqamah, or to pray without them.
