What are the conditions for someone who recites the Qur’an to perform Ruqyah for people, and is it permissible for those other than scholars of Sharia to do so?

It is permissible to use Ruqyah from any reciter who recites the Qur'an well and understands its meaning, provided he has sound beliefs and upright conduct. It is not a condition that he be well-versed in juristic branches or have studied academic disciplines, as in the story of Abu Sa'id with the one who performed Ruqyah on the stung person. The reciter must have good intentions and aim to benefit the Muslim, and not let money be his primary concern.
