The statement that it is not permissible to contract marriage or consummate it during the sacred months (Ashhur al-Hurum) or at specific times is false and stems from the customs of the pre-Islamic era of ignorance (Jahiliyyah). Islam has invalidated pessimism and warned against it. The Prophet, peace and blessings be upon him, said: "There is no tiyarah (superstitious belief in omens), no hamah (superstitious belief in owls or spirits of the dead), and no Safar (superstitious belief in the month of Safar)." Therefore, contracting marriage is permissible at all times, except for a pilgrim (muhrim) during his state of ihram until he completes it.
