Is it obligatory to pay zakat in the month of Rajab (the seventh Hijri month) or in the month of Dhul-Qadah (the eleventh Hijri month), given that its payment was delayed last year beyond its usual time?

Whoever is obligated to pay Zakat and is able to do so, is not permitted to delay it except for a valid excuse. It must be paid immediately. However, if the delay was due to forgetfulness, it is hoped that there will be no sin in it, based on the saying of the Prophet (peace and blessings be upon him): "Indeed, Allah has forgiven my Ummah for their mistakes and forgetfulness." The Zakat for the upcoming year must be paid at its original due date (the fourth month of the lunar year) without change.
