What is incumbent upon me regarding my delay in paying Zakat at the beginning of the year in order to attain the virtue of paying it in Ramadan, and is it permissible for me to continue paying it in Ramadan, knowing that I fear forgetting it at other times?
It is not permissible to delay Zakat after it becomes due, except for a valid excuse. Delaying it until Ramadan is not a valid excuse.
