What is incumbent upon me regarding my delay in paying Zakat at the beginning of the year in order to attain the virtue of paying it in Ramadan, and is it permissible for me to continue paying it in Ramadan, knowing that I fear forgetting it at other times?

It is not permissible to delay after it becomes due, except for a valid excuse. Delaying it until is not a valid excuse. The questioner must repent and pay the Zakat when its hawl (one lunar year) is completed. Delaying it to attain the virtue of a specific time is a cause for Allah’s wrath. Forgetting its due date does not justify the delay, and it is possible to arrange for a reminder.
