Is there still a slave to be freed as an act of atonement? And is the compensation disbursed by the Saudi General Organization for Social Insurance to the family of the slain considered blood money, especially since the slain's children are minors? And is the Saudi Social Insurance considered an 'Aqila (i.e., a group responsible for paying blood money)? And what should the questioner do?

Whoever kills a believer by mistake must pay expiation, which is the freeing of a sound believing slave. If he cannot find one, then he must fast for two consecutive months. His [male] kin (aqilah) must pay the blood money (diyyah) to the heirs of the deceased, unless they forgive it. If the aqilah do not pay it, then it becomes incumbent upon the killer. If the insurance pays the compensation, the blood money is waived for the killer if the compensation is equal to or greater than the blood money; otherwise, he must complete it.
