How does the Almighty's saying, "The angels and the Spirit ascend to Him in a Day the measure whereof is fifty thousand years," accord with His استواء (ascending/being on) over the Throne, and His being nearer to us than the jugular vein?

It has been established by the Qur’an, the Sunnah, and the consensus of the early Muslim generations that Allah is above His heavens, upon His Throne, and there is nothing above Him. He is with His servants by His knowledge wherever they are, and nothing of their deeds is hidden from Him. Allah has combined the mention of His elevation above His Throne and His being with His servants in a single verse. As for His saying, "And We are closer to him than his jugular vein," most exegetes have explained it as the closeness of His angels or His closeness by His knowledge. This is the doctrine of Ahlus-Sunnah wal-Jama'ah (the People of the Sunnah and the Community), contrary to the Mu'attilah (those who deny Allah's attributes) who deny His elevation and His 'istiwa' (ascension/establishment).
